History
JAVLEC grew out of the KPPHJ (Komunitas Pendukung Penyelamatan Hutan Jawa - Community to Save Java's Forest). This group was involved in a host of community forestry projects before JAVLEC was officially founded June 23rd 2005 by notarial act Suastutiningsih A Wijayanto, SH Number 05/June 23rd/2005.
JAVLEC has 24 official members but is open to anyone interested in advancing JAVLEC's mission and vision. JAVLEC is supported by an additional 18 individuals (individu penopang) and 18 supporting organizations (lembaga penopang) :

Below is a sample of past projects initiated in collaboration with affiliated NGOs and other stakeholders between 1999 and 2008 :
- As KPH Jawa (Kelompok Pemerhati Hutan Jawa – Java's forest observer group), initiated a meeting between forest villagers and other stakeholders in Malang, East Java (2000).
- Partnered with Perum Perhutani (State Forest Corporation) in facilitating a workshop to initiate Joint Forest Management at Perhutani's PUSDIKLAT (Pusat Pendidikan dan Latihan – center of training and learning) in Madiun, East Java (February 2000).
- Initiated Forum Hutan Jawa (Java Forestry Forum), a communication forum among NGO's, local government, forest villagers, Perum Perhutani in order to improve CBFM.
- Initiated Pokja Jawa (Kelompok Kerja Jawa – Java's task force) in FKKM (Forum Komunikasi Kehutanan Masyarakat – communication forum on community forestry) with its goal to save Java's forest (2000 – 2002).
- Worked with MFP – DFID (Multi-stakeholders Forestry Program – Department for International Development) and Pokja Jawa to facilitate a meeting between Local Parliaments in Java and Madura in order to improve their awareness about the condition of Java's forest (February 2001).
- Facilitated "Multi-stakeholder Dialogue : The Chance of Community Forestry in Sustainability Forest Management in Java" in cooperation with Perhutani. Forest villagers, local governments, and NGO's from 10 districts in Java along with Perhutani participated in the forum (February 2002).
- Facilitated a series of shared-learning meetings among forest peasants held in Sukabumi, West Java, Wonosobo, Central Java, Gunungkidul, Yogyakarta, and Malang, East Java in September and October of 2002. In 2004, other forestry stakeholders joined this event. Four shared-learning exercises among forest peasants and stakeholders were performed until 2006. In 2007, the participants agreed to design a sekolah rakyat (school of community) to continue this shared learning exercise.
- Organized PRHM (Pekan Raya Hutan dan Masyarakat), a community forestry festival and summit with the Forestry Faculty of Gadjah Mada University (UGM) held at UGM in Yogyakarta . This event was funded by Ford Foundation and MFP-DFID and supported by NGOs, community organizations, education institutions, private sectors, and the Indonesian government. The summit showcased regional variations of CBFM in Indonesia including : PHBM (Pengelolaan Hutan Bersama Masyarakat, a CBFM variant developed by Perhutani), HKm (Hutan Kemasyarakatan , a CBFM variant in district government forest), PKKBM (Pengelolaan Kawasan Konservasi Berbasis Masyarakat - community based conservation forest management), Hutan Desa (village forest), Hutan Adat (rural forest), Hutan Rakyat – CBFM variant on private land, and other initiatives. Additional activities included workshops, seminars, information expos, a non-timber forest product expo, environmental film screenings, and local and traditional art exhibits (September 2006).
- On December 15, 2007, Indonesian Vice President Jusuf Kalla gave 61 community forest groups in Yogyakarta, Lampung, and West Nusa Tenggara definitive rights to manage local forest through the Hutan Kemasyarakatan (HKm) scheme. JAVLEC and its network actively supported this plan, especially HKm progress in Yogyakarta . These 61 community groups are now equal with Perhutani and other forest companies in outer Java that hold forest management rights. It is a tremendous opportunity and challenge for communities to show that CBFM is a viable solution for the forest management problems in Indonesia.
